Beaver Dam Approves Ordinance Clarification Allowing Dogs In City Parks

BEAVER DAM – Dogs are now formally allowed in Beaver Dam city parks under an ordinance approved by the Common Council Monday night.

The ordinance amends several sections of the municipal code dealing with animals, dog rules, and park use. City Administrator Larry Bierkeโ€™s memo to the council said the change was prompted by conflicting language in existing ordinances, including provisions that appeared to prohibit dogs in city parks even though other city practices allowed them.

Mayor Bobbi Marck said during a recent appearance on Community Comment that the update puts the cityโ€™s policy in writing.

The ordinance allows dogs in city parks, but sets conditions for owners, keepers, or handlers. Dogs must be restrained by a chain, rope, cord, or leash strong enough to control them, and the leash cannot be longer than six feet. Dogs must also be licensed and wear required rabies vaccination and license tags.

Owners must also immediately remove and properly dispose of animal waste. The ordinance says dog waste may be bagged for disposal in the ownerโ€™s waste receptacle or in a public park receptacle designated for animal waste.

The ordinance includes one specific park restriction: dogs are not allowed in the fenced playground area at Waterworks Park.

The cityโ€™s fenced dog park at Patrick Parker Conley Park remains an off-leash area. The northeast quadrant of Edgewater Park remains designated as a dog-friendly area, where dogs must be leashed.

The ordinance also updates the cityโ€™s definition of a vicious animal. Under the adopted language, an animal may be deemed vicious if it inflicts serious bodily harm to a person or domestic animal under unprovoked circumstances.

No one spoke during the public hearing Monday night. The council approved the ordinance with no opposition voiced during roll call.
