Lowell’s New Police Chief To Be Sworn In Today

(Lowell) There is a new police chief being sworn in today in the village of Lowell. Kelly Cotter succeeds Rick Gempeler, whose last day on the beat was this past Sunday. Cotter has been with Lowell for about a decade and a full-time deputy with the Dodge County Sheriff’s Office for 19 years, where she is the longest tenured member of the court security team.
Gempeler has this advice for the new chief, “interact with the locals. I would go out on foot and say, ‘hey bob how are you today.’
“Take a minute to socialize with them a little bit…let them know who you are and that you are there for them.”
Cotter’s swearing-in will take place Thursday evening at Lowell Village Hall.
