Former Dodge Correctional Inmate Appears On Cellmate Assault Charge

(Waupun) A convicted sex offender made his initial appearance by video Tuesday on charges that he assaulted his cellmate at the Dodge Correctional Institution in Waupun. Donald Coughlin, who is currently incarcerated at the Wisconsin Secure Program Facility in Boscobel, is facing two felony counts of Second Degree Sexual Assault with Use of Force and Second Degree Sexual Assault of an Unconscious Victim. Both charges carry a Repeater enhancer.

In March of 2018, a Dodge County Sheriff’s detective was asked to investigate a reported sexual assault at the prison. The victim allegedly told authorities that Coughlin made inappropriate contact with him soon after the two were locked in their cell and again while he was sleeping. When questioned, Coughlin denied any and all contact and said that nothing happened. Sexual assault tests of the victim reportedly confirmed the presence of Coughlin’s DNA.

In 2017, Coughlin was convicted on numerous counts of First and Second Degree Sexual Assault of a Child in Juneau County and was sentenced to 48 years in prison.  If convicted on the newer charges, the 62-year-old could face up to an additional 80 years in prison. A signature bond was set at $1000 and a judge will decide in January if there is enough evidence to order a trial.
