Job Description

Status: Full Time, Non-exempt
Starting Wage Range: (2020 Wage Scale)
Level I: $19.15/hr. – $20.70/hr.
Level II: $21.37/hr. – $23.10/hr.

Hours: Monday – Friday, 8:00 a.m. – 4:30 p.m.

Under the general direction of Human Services Supervisor, determines eligibility and provides ongoing case management for Dodge County/Capital Consortium in a timely and accurate manner for the following public assistance programs: Medical Assistance, BadgerCare Plus, FoodShare, Caretaker Supplement and Wisconsin Shares Child Care programs.


Conducts intensive investigative interviews to obtain and evaluate financial and non-financial information in order to determine program eligibility
Researches, interprets and applies federal, state, and local policies governing eligibility, legal rights, and responsibilities of applicants
Conducts interviews in office, offsite (including home, hospital, etc.), and/or telephone in compliance with required state and federal time frames
Answers calls in a Call Center setting up to 75% of time; provides case status updates, answers questions, processes changes/renewals; troubleshoots problems, and responds to emergency needs
Maintains accurate caseload, which is under federal and state quality assurance scrutiny, including reviewing cases for continued eligibility, processing documents, report forms and changes within mandated time frames
Works in collaboration with other professionals and agencies; addresses general public concerns.
Resolves all discrepancies through various means including investigations and cross matches/data bases; prepares Fraud and Program Integrity referrals; participates in Fair Hearings and court proceedings
Attends all mandated training regarding changes in the federal and state regulations and technical advancements.
Completes monthly time study.
Regular attendance and punctuality required.
Performs other related duties as may be required or assigned.
Minimum Requirements:

Working knowledge of community social conditions, and of public assistance program policies and procedures.
Working knowledge of computer applications used by the Department related peripherals.
General knowledge of basic accounting.
Ability to interview and work with people from diverse backgrounds and with different value systems in a supportive, non-judgmental manner.
Ability to learn all governmental programs related to the position, interpret and explain; exercising considerable discretion and judgment in the application of policies.
Ability to accurately gather and report facts, organize and carry out a variety of tasks, and successfully meet deadlines.
Ability to understand and effectively carry out instructions with minimum supervision.
Ability to understand and comply with confidentiality requirements.
Ability to participate in, comprehend and complete required state training and other training as required after hire.
Must have exceptional communication skills.
Must meet requirements of Dodge County Driver Qualification Policy.

LEVEL I : High school diploma or GED equivalent, including or supplemented by coursework, training and/or experience in office support methods and technology. Some experience in dealing with the public is required. Proficiency in Microsoft Office. Bi-lingual skills in Spanish is preferred. Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered.

LEVEL II: Two (2) years of experience as an Economic Support Specialist using the current regulations and technology of the State of Wisconsin computer systems, successful completion of State mandated economic support training, and demonstrated satisfactory performance evaluation from their supervisor, OR, after one (1) year of experience as Economic Support Specialist, successful completion of State mandated economic support training, at least 16 academic credit hours from a college or university with six (6) of those hours within human service/social service field.


Office working conditions with considerable exposure to interruptions. Some fieldwork is required.
