10/3/11 – A third mental competency evaluation has been ordered for a 19 year old man who allegedly starved his dog to death. A winnebago County judge ordered the most recent evaluation. Bryan Hutcherson of Oshkosh has undergone two already, but doctors came to differing conclusions on whether he’s competent to stand trial on the felony charges. Last March Oshkosh police received a report of a dead dog on a city sidewalk. A necropsy showed the animal’s death was due partly to malnutrition and dehydration. The criminal complaint indicates Hutcherson told investigators he quit feeding the dog, in part, because of the cost. Hutcherson’s girlfriend has also been charged in the case.
