Beaver Dam Man Who Struck Pedestrian Charged With OWI

8/23/17 – The motorist who struck and killed a woman who exited her vehicle on Highway 151 last week was arrested for first offense Operating While Intoxicated. 37-year-old Kayla Davis of Beaver Dam stopped to help a motorist following an unrelated accident when she was struck by a pickup driven by 28-year-old Troy Kelm of Beaver Dam. The incident occurred at 5:16am Thursday just north of Forest Road in the Town of Calamus. Davis stopped behind another vehicle in the left lane of southbound Highway 151 to render aid, exited her SUV and walked onto the shoulder of the median. Kelm was driving a southbound and was apparently unable to go into the right-hand lane because of morning traffic. He swerved onto the shoulder to avoid striking her SUV and instead struck Davis. She was pronounced dead at the scene. Kelm was not injured but we are learning now that he was arrested for OWI, which is traffic citation. Sheriff Dale Schmidt tells us that additional charges are possible once toxicology tests come back and the investigation is complete. Meanwhile, Kelm is scheduled for intake in Dodge County court on the OWI charge in January.
