Beaver Dam Man Charged With Assaulting Minor

(Beaver Dam) A Beaver Dam man is facing felony charges for having an inappropriate relationship with a minor. Devan Elkins is charged with Repeated Sexual Assault of the Same Child. The offenses occurred over a seven-month period in 2015. Elkins, who was 21-years-old at the time, knew the victim through a younger sibling. Elkins initially told investigators that he was in a mindset to escape being an adult for a while and the relationship was a “friendship that got uncomfortably close” but denied contact. The 24-year-old later allegedly conceded that contact had taken place on approximately ten occasions. The victim, who came forward when she turned 18-years-old, says Elkins left her with deep emotional scars. Elkins is slated to make his initial appearance in Dodge County court next Thursday. If convicted, the charge carries a maximum prison sentence of 40 years.
